If this becomes a trend long term, it could dramatically transform the way we design our cities and envision our CBDs. The reduced commuting time could restore leisure and family time to millions of people with long commutes in cities like Sydney and Melbourne. Fewer people driving to work in cars would mean a permanent reduction in air pollution and less need for huge road construction projects that cut swaths through residential areas. Many things would need to be redesigned or would become obsolete. Road networks and public transport are designed around the hub and spoke of a wheel – with the CBD or other city centres being the hub. A job that can be done from anywhere, is a job that can be outsourced. It would be a seismic shift for the property market, because housing prices are higher in inner suburbs in part because of the proximity to employment. It would have negative ramifications for cafes and restaurants that thrive on the CBD worker lunch-hour trade and hasten the demise of retailers who rely on foot traffic.
It's not all bad though. Professor John Nelson at the University of Sydney, a specialist in public transport and urban mobility, says a decline in the CBD's importance for employment could be an opportunity to re-imagine it as a place for recreation and habitation. The real question is whether jobs will stay in Australia. Australian salaries and working conditions apply when a worker is brought to Australia on a skilled migrant visa, but not when the worker remains in a foreign country and does the job remotely. Economist Tim Harcourt, at the UNSW Business School, says jobs might actually return to Australia in the short term. He says the pandemic is accelerating the decline of outsourcing because coronavirus is a global problem and contact centres in Manila or Bangalore are finding it hard to operate safely. The problem is that in the longer term, there is little to stop jobs higher up the food chain moving offshore. The judgment may be different if it's a back office role such as accounting rather than customer service, or a company is employing someone directly rather than in a contact centre.
